Enterprises across Asia-Pacific are being warned not to delay AI governance until regulators force the issue, because retrofitting rules onto already-deployed agentic systems is far harder and more disruptive than building governance in from the start.
The region is moving at different speeds. Vietnam's AI Law took effect in March 2026, creating a comprehensive framework that covers developers, providers and users of AI systems. Singapore has gone further by launching the world's first Model AI Governance Framework for Agentic AI, which offers practical guidance on bounding autonomy upfront and maintaining meaningful human oversight.
The risk for businesses is that AI agents will be deeply embedded in customer service, finance and operations before formal rules arrive. Once that happens, compliance becomes an expensive extraction exercise rather than a design choice. Legal, risk and engineering teams will be forced to unpick workflows that were never built with auditability in mind.
The alternative is to treat governance as a product requirement now: document model capabilities and limits, define escalation paths for autonomous decisions, and build audit trails that can satisfy both regulators and internal risk committees. Companies that do this early will have a smoother path to compliance and a stronger trust position with customers.
Why it matters for Singapore: Singapore has already set a high bar with its agentic AI framework, AI Verify testing toolkit and MAS guidance for financial services. Local enterprises that align with these standards early will not only stay ahead of regulation but also strengthen Singapore's brand as the region's most trusted place to deploy responsible AI.
