Malaysian conglomerate Genting has launched a $20 billion smart city project in Johor that places an artificial intelligence research facility at its core, marking one of the largest tech-oriented developments yet within the Johor-Singapore Special Economic Zone (JS-SEZ). The Johor Tech Smart City, unveiled on June 12, spans 2,300 acres in Kulai and carries a gross development value of RM80 billion.

The project signals how the JS-SEZ is beginning to attract major capital-intensive technology investments beyond traditional manufacturing and logistics. Genting is positioning the smart city as a magnet for global professionals, combining AI research infrastructure with agricultural technology, smart urban design, and residential and commercial spaces. The development sits within easy commuting distance of Singapore, making it a potential alternative base for tech companies priced out of the island's commercial property market.

For Singapore-based AI firms and talent, the Johor Tech Smart City offers a nearby expansion corridor at a time when regional data centre and R&D space is at a premium. The project's AI research facility is expected to collaborate with universities and enterprises on both sides of the Causeway, potentially deepening the cross-border tech ecosystem that the JS-SEZ was designed to foster. Genting's track record in large-scale property and leisure development — integrated resorts, theme parks, plantations — brings a different set of execution capabilities compared with the tech-focused developers typically driving AI infrastructure projects.

The timing is notable. The JS-SEZ framework, formalised earlier this year, has already spurred a wave of announcements around data centres, semiconductor packaging, and now AI-focused real estate. Genting's entry broadens the mix beyond industrial assets into what it calls a 'live-work-play-learn' environment built around technology. The development's first phases are expected to target completion within the next five to seven years, with infrastructure work beginning as early as 2027.

Why it matters for Singapore: For a city-state where land for large-scale AI infrastructure is scarce and expensive, the Johor Tech Smart City represents a natural overflow valve. Singapore-based AI companies gain access to a purpose-built R&D hub 30 minutes across the border, while Singapore stands to benefit from the expanded regional tech ecosystem without bearing the full infrastructure cost. The project is a concrete test of whether the JS-SEZ can deliver on its promise of seamless cross-border technology development — and whether AI research can thrive outside the traditional global tech capitals.
