Singapore's Government Technology Agency (GovTech) has retrenched 93 staff in the first phase of a restructuring that will reshape how the country's public-sector digital arm operates. The agency said the move is part of a deliberate strategic shift from managing projects delivered by external vendors to owning and running technology products itself — a transition chairman Chng Kai Fong explicitly stated "is not an AI-driven downsizing exercise."

GovTech, founded in 2016 with roughly 1,800 staff to provide digital services across the Singapore public sector, now employs approximately 3,900 people. The restructuring will unfold in three phases over the next two years, with 7 to 9 per cent of roles expected to be affected in total. In the first phase, which covers six Government Digital Transformation Forward Deployed Teams and one central function, 102 officers were retained in their current roles and another 110 were placed into apprenticeship programmes for reskilling. Of the 93 retrenched, 36 are expected to leave immediately, while the remainder will transition out over time with a support package developed in partnership with the union.

The operating model change reflects a growing recognition that critical government digital systems increasingly require deep in-house technical capabilities. "We need to own and run products ourselves," Chng said in a note to staff, explaining that the vendor-management model cannot keep pace with the speed at which national needs evolve. The transition means GovTech is seeking a different mix of engineering, product management, and platform-operations talent rather than contract-management skills. More than two-thirds of officers identified in the first phase have been retained or are being retrained, and Chng stressed that the agency expects to employ more people at the end of the transition than it does today: "GovTech is changing shape, not shrinking."

The retrenchment comes at a moment when Singapore's public-sector technology agenda is under intensifying scrutiny. GovTech is responsible for building and maintaining the digital infrastructure behind Smart Nation initiatives, from Singpass and LifeSG to the national digital identity system and government AI platforms. The restructuring signals that the agency is betting on a more product-focused approach — one that prioritises owning technical assets and engineering talent over coordinating external contractors — even if the short-term cost is workforce reductions in legacy roles.
