The inaugural Singapore Data Festival has unveiled a comprehensive suite of new AI and data guidelines covering generative AI data privacy, chatbot transparency labels, federated learning adoption, and digital twin deployment. The guidelines, announced by Minister Josephine Teo on July 20, represent the most significant update to Singapore's AI governance framework since NAIS 2.0.

Singapore's approach to AI governance has never been about a single sweeping law — it's been a steady accumulation of practical guidelines, each filling a gap left by the last. The inaugural Singapore Data Festival, held from July 20 to 24 at Marina Bay Sands, marked the latest and most comprehensive addition to this framework, with new guidelines spanning generative AI data privacy, chatbot transparency labelling, federated learning adoption, and digital twin deployment. Taken together, they represent the most significant update to Singapore's data-AI regulatory toolkit since the National AI Strategy 2.0.

The Personal Data Protection Commission (PDPC) introduced new guidance on the use of personal data in generative AI models and systems, covering the full GenAI lifecycle from development and training through deployment and post-deployment monitoring. The guidelines incorporate feedback from a public consultation involving 40 organisations and complement existing advisory guidelines on AI recommendation systems and key concepts under the Personal Data Protection Act (PDPA). Separately, the Infocomm Media Development Authority (IMDA) launched Transparency Guidelines for GenAI Chatbots, which introduce a voluntary "Chatbot Info Card" — similar to a nutrition label — that presents essential information including safety commitments and model capabilities through a standardised disclosure format.

On the privacy-enhancing technology (PET) front, PDPC released a new Guide on Federated Learning featuring an adoption roadmap and risk management recommendations, and updated its existing guide on Synthetic Data Generation to reflect the latest industry research. These guides help organisations identify suitable PETs, strengthen data safeguards, and unlock data for AI innovation and collaboration without compromising individual privacy. IMDA also launched a Digital Twin for Enterprises Playbook, a comprehensive legal guide for organisations adopting digital twin technology, with plans to conduct Tech Discovery Workshops and partner with technology providers to support implementation and scaling.

Speaking at the event, Minister for Digital Development and Information Josephine Teo emphasised that no guideline or technical standard succeeds on its own — they become meaningful only when organisations put them into practice, share learnings, and collectively raise standards. This pragmatic, collaborative framing is characteristic of Singapore's regulatory philosophy: create the frameworks, provide the tools, and let industry adoption drive enforcement rather than top-down mandates.

The GenAI chatbot transparency label directly addresses consumer trust — a growing concern as AI-powered customer service becomes ubiquitous. And crucially, this is the first time Singapore has issued dedicated guidance for the GenAI lifecycle specifically, acknowledging that foundation models present different data risks than traditional AI systems.
