Singapore HR Tech Firm BIPO Raises US$50M to Embed AI into Global Payroll Infrastructure

Singapore-based human resources technology company BIPO has secured US$50 million from Apis Partners to expand its payroll technology and accelerate AI capabilities. The company supports 700,000 employees across 170 countries, processing nearly US$2 billion in payroll payments annually for 6,000 corporate clients, and plans to build AI-powered workforce scheduling, payroll accuracy tools, and implementation workflows.

The business of managing a global workforce has quietly become one of the most complex operational challenges for companies expanding overseas. Payroll compliance varies across jurisdictions, currency conversions add friction, and local labour laws shift constantly — problems that Singapore-based HR technology company BIPO has spent 16 years building infrastructure to solve.
BIPO announced on July 22 that it has secured a US$50 million growth investment from Apis Partners' Growth Fund III to expand its payroll technology, accelerate artificial intelligence capabilities, and strengthen its position as a global HR solutions provider. Founded in 2010, the company now supports approximately 700,000 employees across more than 170 countries and regions, processing close to US$2 billion in payroll payments annually for about 6,000 corporate clients.
The funding comes at a time when cross-border hiring and remote work are pressuring companies to consolidate fragmented HR systems into unified platforms. BIPO combines its Human Resource Management System, Global Payroll Outsourcing, and Employer of Record services — the latter allowing businesses to hire employees in new markets without immediately establishing a local entity. The company's proprietary payroll engines incorporate local statutory requirements directly into the system, a structural advantage that CEO Michael Chen says few competitors can match.
BIPO plans to use the capital to deepen its AI investment across Singapore and its regional hubs, exploring AI-powered workflows for workforce scheduling, payroll accuracy, and implementation processes. The company emphasised that these tools are designed to support decision-making with human oversight for compliance rather than replacing human involvement entirely. The approach mirrors a broader industry recognition that AI in HR and payroll works best when it handles complexity at scale while leaving judgement calls to people.
Why it matters for Singapore: BIPO is part of a growing cohort of Singapore-founded companies building category-defining business software for global markets — not just consumer apps or fintech. The US$50 million raise signals that international investors see value in Singapore's enterprise technology ecosystem, particularly where local expertise in cross-border operations can be productised. With operations across 50 offices worldwide, BIPO's ambition to become Asia's leading AI-embedded payroll platform puts Singapore on the map for HR technology infrastructure, a segment typically dominated by US and European players.
