Singapore's Civil Aviation Authority has awarded Thales a landmark contract to build the country's next-generation air traffic management system, embedding artificial intelligence into one of Asia's busiest airspaces in a move that signals how deeply AI is weaving into the infrastructure layer of Singapore's Smart Nation vision. The NexGen ATMS, scheduled to enter operational service by 2030, will replace the current LORADS III system with Thales' TopSky ATC One platform — an AI-enabled automation system that can handle up to one million aircraft movements annually.
At the heart of the system is TopSky Sequencer, an AI-based sequencing solution that optimises aircraft arrival and departure flows. The technology reduces delays, fuel consumption, and carbon emissions by giving air traffic controllers real-time decision-support tools and streamlined workflows through an intuitive human-machine interface. Thales will also deploy two next-generation air traffic control radars for 24/7 aircraft detection in challenging weather conditions, fully integrated into the NexGen architecture.
The contract goes beyond hardware replacement. CAAS officers will join the project office in France for knowledge transfer, and the project includes localisation components that build Singapore's own capacity to operate and evolve the system. The platform's open architecture ensures future scalability for third-party integration as aviation technologies develop — a design choice that lets Singapore avoid vendor lock-in as AI in air traffic management matures globally.
Cybersecurity is built into the system from the ground up, complying with both International Civil Aviation Organization standards and Singapore's own requirements — a non-negotiable feature for a system that will manage the airspace above one of the world's most important aviation hubs. Changi Airport handled over 60 million passengers in 2025, and Singapore's airspace is among the most complex in Asia, serving civilian, military, and regional transit traffic simultaneously.
Why it matters for Singapore: This is not an experimental AI pilot — it is a production-grade AI system being embedded into critical national infrastructure, with a target of handling 40 per cent more aircraft than the current system's capacity.
