Singapore will use its 2027 ASEAN chairmanship to push wider AI adoption across Southeast Asia, with a focus on helping small and medium-sized enterprises access shared digital resources. Minister for Digital Development and Information Josephine Teo outlined the agenda at the Asia Economic Summit in Jakarta, calling for a collective regional approach rather than isolated national efforts.

Teo warned against what she described as a narrow interpretation of "AI sovereignty," arguing that few countries can realistically own every layer of the AI stack — chips, models, data, and applications. Instead, she urged ASEAN members to focus on governing AI effectively, choosing technology partners on their own terms, and building strong domestic AI ecosystems. The message reflects Singapore's broader strategy of positioning itself as a neutral hub that connects regional players with global AI capabilities.

Concrete initiatives include expanding SEA-LION, Singapore's open-source large language model for Southeast Asian languages, which has already been downloaded over 200,000 times and is used by companies across the region. Teo also highlighted the Digital Economy Framework Agreement (Defa), which aims to establish common rules for digital trade and trusted cross-border data flows. Defa is on track for signing in November 2026 after final legal reviews. The push is backed by strong regional fundamentals: Southeast Asia's digital economy surpassed US$300 billion in 2025, and regional data centre capacity is expected to triple between 2025 and 2030.
