The office, located at 18 Duxton Hill, operates as a joint venture between Luvina Software Vietnam and Singapore-based consulting firm GleamCore, combining Vietnamese engineering scale with Singapore's strategic advisory ecosystem.

Founded in 2004 with over 750 technology professionals and more than 1,000 projects delivered across insurance, banking, healthcare, manufacturing, and retail, Luvina brings a 20-year track record and a 95% client retention rate spanning a decade. The company's Singapore expansion is built around three pillars: AI-powered transformation and intelligent solution engineering, enterprise systems modernisation, and high-performance engineering capacity enablement. Luvina has already completed over a dozen projects in Singapore over the past 18 months ahead of the formal launch.

The delivery model centres on an AI-enabled Offshore Development Centre (ODC) that integrates AI-assisted software engineering across planning, development, testing, and deployment. This approach directly addresses common pain points for enterprises facing rising technology costs, legacy system fragmentation, and shortages of specialised engineering talent. Luvina's CEO Le Quang Luong described the Singapore office as a long-term transformation partner rather than a transactional vendor, providing support across the full lifecycle from strategy through implementation to continuous optimisation.
