Vietnamese enterprise technology firm Luvina Software has officially launched its Singapore office, establishing a strategic gateway to deliver AI-powered digital transformation services across the Asia Pacific region. The office, located at 18 Duxton Hill, operates as a joint venture between Luvina Software Vietnam and Singapore-based consulting firm GleamCore, combining Vietnamese engineering scale with Singapore's strategic advisory ecosystem.
Founded in 2004 with over 750 technology professionals and more than 1,000 projects delivered across insurance, banking, healthcare, manufacturing, and retail, Luvina brings a 20-year track record and a 95% client retention rate spanning a decade. The company's Singapore expansion is built around three pillars: AI-powered transformation and intelligent solution engineering, enterprise systems modernisation, and high-performance engineering capacity enablement. Luvina has already completed over a dozen projects in Singapore over the past 18 months ahead of the formal launch.
The delivery model centres on an AI-enabled Offshore Development Centre (ODC) that integrates AI-assisted software engineering across planning, development, testing, and deployment. This approach directly addresses common pain points for enterprises facing rising technology costs, legacy system fragmentation, and shortages of specialised engineering talent. Luvina's CEO Le Quang Luong described the Singapore office as a long-term transformation partner rather than a transactional vendor, providing support across the full lifecycle from strategy through implementation to continuous optimisation.
Singapore's status as a regional technology hub with deep capital markets, a concentration of multinational headquarters, and strong intellectual property protections makes it a natural launchpad for Vietnamese tech firms seeking regional scale. Luvina's expansion mirrors a broader trend of Southeast Asian technology companies using Singapore as a base for cross-border growth, particularly in the AI services space where demand for implementation partners far exceeds available supply. The company plans to further expand across Southeast Asia and strengthen collaborations with solution providers, system integrators, and venture capital firms based in Singapore.
Why it matters for Singapore: Every new technology services hub that sets up in Singapore strengthens the city-state's position as the go-to gateway for enterprise AI adoption in Southeast Asia. Luvina's AI-enabled delivery model adds to the pool of specialised engineering talent available to Singapore-based enterprises, while the joint venture structure — combining Vietnamese technical capacity with Singaporean strategic oversight — demonstrates the cross-border collaboration model that Singapore's ecosystem is designed to facilitate. For Singapore's tech hiring market, which is already seeing AI-related job postings surge past 84,000, the additional engineering capacity is a welcome complement rather than a competitor.
