Quantum computing has long been described as the next frontier in computational power, and Singapore's defence establishment is now taking active steps to understand how it can be put to practical use. On July 21, the Singapore Armed Forces' Digital and Intelligence Service (DIS), the Defence Science and Technology Agency (DSTA), and IBM announced a collaboration to explore quantum computing applications for military operations — a sign that Singapore is positioning itself for a post-classical-computing era where certain complex problems become solvable in hours instead of centuries.
The partnership will focus on two initial use cases: optimising mission planning involving unmanned drones for hostile force identification, and efficiently routing supply trucks and fuel bowsers to complete resupply missions in the shortest possible time. Both are essentially optimisation problems — the kind where quantum computers, which can examine countless possibilities simultaneously, offer a decisive advantage over classical computers. As part of the tie-up, DIS and DSTA personnel will also receive access to IBM's quantum computing resources and build expertise in quantum algorithms and programming frameworks.
Military Expert 7 Guo Jinghua, commander of the SAF C4 and Digitalisation Command, described the initiative as a strategic hedge: while practical utility is still years away, building a cadre of engineers and developers with quantum understanding now ensures the SAF is not caught flat-footed when the technology matures. "There is significant advantage in national security for us to see how we can apply quantum computing, even though utility and advantage is still some years away," he said. Industry projections suggest quantum computers running complex, self-correcting algorithms reliably may arrive by 2030.
The collaboration sits within a broader push by Singapore to develop quantum capabilities. The country has invested substantially in quantum research through the National Quantum Office, the Centre for Quantum Technologies at NUS, and ongoing partnerships with global tech companies. For the defence sector specifically, the ability to solve combinatorial optimisation problems at scale — from troop movements to logistics chains — has clear strategic implications, especially as drone warfare and autonomous systems become more prevalent. Quantum computing is also tipped to accelerate AI development, encryption, and materials science, all of which have defence applications.
Why it matters for Singapore: This partnership signals that Singapore is taking a deliberate, early-stage approach to quantum readiness rather than waiting for the technology to mature before investing. For a small nation whose security depends on technological edge, building quantum fluency within the SAF today — even if field deployments are a half-decade away — is a calculated move to ensure the military can leverage quantum advantage as soon as it becomes operationally viable. It also reinforces Singapore's position as a testbed for emerging tech through trusted partnerships with firms like IBM.
