Singapore has spent the past year positioning itself as the place where frontier AI risk — not just frontier AI capability — gets taken seriously. That bid took an important step forward with the release of the 2026 Singapore Consensus on Global AI Safety Research Priorities, a refreshed international research agenda that now turns squarely to the hardest problem of the moment: how to keep increasingly autonomous AI agents safe as they move out of labs and into real infrastructure.

The document is the work of the second International Scientific Exchange on AI Safety, which Singapore hosted in May 2026, and pools input from more than 100 contributors across 13 countries — frontier model developers, national AI safety institutes, academics and civil society. It updates last year's inaugural Consensus and pairs it with a new Companion Report on Agentic Risk Management built from input supplied by the companies building today's leading models.

The headline change is organisational as much as intellectual. A new fourth pillar on societal resilience now sits alongside the established categories of risk assessment, development and control, reflecting a consensus that preparing society for AI failures matters as much as preventing them. The report also tackles open-weight models whose capabilities are closing in on frontier closed models, and adds a dedicated research-by-policy-area section to build a stronger bridge between scientific priorities and regulation.

The agentic focus is the practical heart of it. The Consensus proposes ten principles for managing autonomous agents across the lifecycle — least privilege and auditability in design, validated deployment and adversarial resilience in testing, and runtime assurance and human oversight in operations. IMDA chief executive Ng Cher Pong framed the document as Singapore's contribution to a shared international research agenda for safe, reliable and trustworthy AI, naming cyber misuse, child safety, and AI agents in the economy as the policy areas where national frameworks are most needed.

Why it matters for Singapore: The Consensus is a rare instance of a small country setting the scientific agenda for a field dominated by American and Chinese labs. By convening the International Scientific Exchange and anchoring the resulting priorities through local institutions like the Singapore AI Safety Hub, IMDA is building soft power and research gravity in exactly the direction the government's AI strategy points. For Singapore companies deploying agentic systems, the ten principles amount to a de facto best-practice baseline for what responsible deployment will look like — and a signal that regulators here expect agents to be auditable and overseen by humans, not left to run on their own.
